A wide range of state and federal regulations determine how public funds are spent to support reproductive health services for women. Women's choices regarding sex and reproduction generate more controversy and inspire more pieces of restrictive legislation than most other areas of public debate, especially in conservative leaning states. Unfortunately, most of these regulations disproportionately impact poor and uninsured women who rely on publicly funded programs such as Medicaid and Title X for reproductive health services.
